Has The Islamic State Overreached? : Parallels : NPR

Consider two basic models. One is the Taliban, which dominated life inside Afghanistan with its extreme brand of Islam, but displayed little interest in the world beyond its borders.

The other model is al-Qaida, a group that lives in the shadows and needs no permanent home. It can seem dormant for months or years, yet vows to carry out terror attacks anywhere on the globe at the time and place of its choosing.

The Islamic State now appears to be adopting both models simultaneously.
