Iraqi Police Training A 'Bottomless Pit'

The report by the US Special Inspector General for Iraq Reconstruction (SIGIR) said the Department of State had failed to put a plan in place for assessing the current and future capabilities of the Iraqi police.
"Without specific goals, objectives and performance measures, the PDP (Police Development Program) could become a 'bottomless pit' for US dollars intended for mentoring, advising and training the Iraqi police forces," the report said. Full details here.

  1. I do not understand why they need training.
Did they not have a police Dept. before we invaded and disbanded their whole infrastructure.
The MSM is treating this as if Iraq was some where int he middle ages before our arrival.
Just because we shocked and awed them into the cave man era doe snot mean they are incapable of their own affairs.
Iraq was the most Western styled countries in the region before our "arrival".
