Iraq has quietly agreed to pay $400 million in claims to American citizens who say they were tortured or traumatized by Saddam Hussein's regime.

A federal appeals court on Wednesday ruled that former prisoners of the CIA could not sue over their alleged torture in overseas prisons because such a lawsuit might expose secret government information..
The financially (and politically) bankrupt Iraqi government is forced to pay for the sins of a past government that it played no part in, while the affluent(?) US government that is involved in the cases of many abused Iraqis hides from the blame it richly deserves.
